Not a Project (Mandated or Core Funding)
Support Indigenous groups as they develop, grow and maintain aquatic resource and oceans management departments that can provide fisheries, habitat, science, and oceans related services along a watershed.
These funds are meant to support Aboriginal organizations to design and deliver labour market programs and services, work to build capacity within their organization, and ensure clients are well-served.
This program is an integral component of the AFS and facilitates the voluntary retirement of commercial licences and the issuance of licences to eligible Aboriginal groups in a manner that does not add to the existing fishing effort, thereby providing Aboriginal groups with much-needed employment and income.
This will be accomplished in the following ways: .• Through partnership and joint management of distinctions based investments that will enhance and expand Indigenous ELCC, and support the transfer of ELCC to Indigenous organizations; .• Strengthening foundational supports for Indigenous ELCC through, for example, Indigenous led quality improvement projects; and .• Adapting and improving existing federal programs to be more flexible, adaptable and horizontal across federal departments as a first step prior to transferring control, so that programs cohesively support the goals of the Framework
